winners:
- consumers - more convenient than other Wal-Marts
- local businesses that provide complentary goods
- local governments - if the additional tax revenues exceed the extra expenses particularly police
- workers - gain as long as no jobs are lost due to the new Wal-Mart
losers:
- local businesses that compete with Wal-Mart
- local residents - biggest losers
